Not that I'm aware of.

Find a pre-compiled binary for Cygwin or build one yourself from the 
source.

www.cygwin.com and this email list is the closest you'll find I guess.
Check out the documentation at the web site to get yourself acquainted
with Cygwin, what it does, and what it doesn't.
