install for multiple (select) users in NT/2000

I originally installed cygwin under a regular user account (call it
"user1") on a computer running Win2k. I selected the option for
"this user only".

I'd like for certain other user accounts (but not all) and the
administrator account to be able to use it. I tried just launching
cygwin.bat from the administrator account, but that doesn't work
right -- I get a bash prompt, but it doesn't work -- not even an ls.

I tried running setup as administrator, again selecting "only this
user", and "local install", but the installer said there was nothing
to install. And cygwin.bat still didn't work.

I'm guessing that I need registry keys for the users that are to run
it. Would exporting the registry keys HKLU/software/cygnus (or
something like that) from the user1 account, then adding them to the
other user accounts work?
