I have no experience with sitecopy, but it's already been ported:
http://www.lyra.org/sitecopy/cygwin/
In general, when you just want to run one Cygwin-ported tool, all you really
need is the Cygwin1.dll file somewhere in your path and the tool.  Take a
look at the bootstrap.zip
(ftp://ftp.freesoftware.com/pub/sourceware/cygwin/latest/bootstrap.zip).
