Exactly. Using CYGWIN-b20 is 'convenient' for me because this is what our
company still uses as the company-standard release of CYGWIN. It is easily
accessible on the network, hence 'convenient' for me. I had taken the
initiative of trying out the latest release.

This may be a manual workaround (although I haven't actually verified that
it works) similar to my other workaround using the security tab, but not
nearly as convenient as using a 'cp' command that works correctly... :)

Don't know what the implications are and I'm not keen on discussing this
with company management.

This is certainly an option, but I don't have the time to do this on my
own at this point. Note, I'm not demanding that somebody else do this for
me either. I do understand the free software model. Simply reporting the
bug is not nearly as useful as fixing it, but it is of some use...
