Use GNU make's -C option, as in the following:
SubDir = dir2 dir2 dir3
all:: $(SubDir)
clean:: $(SubDir)
.PHONY: $(SubDir)
$(SubDir):
$(MAKE) -C $@ $(MAKECMDGOALS)
