problem building binutils on NT for ARM w/Cygwin 1.1.2

following the directions for building ARM development tools on NT,
attempting to configure the binutils for building:

$ /src/binutils/binutils-2.10/configure --target=arm-elf \
--prefix=/tools --exec-prefix=/tools/H-i686-pc-cygwin -v 2>&1 | tee
configure.out
gets me:
Configureing for a i686-pc-cygwin host.
Created "Makefile" in /tmp/build/binutils using "mh-frag"
Then i get an error popup labeled: cpp.exe - Entry Point Not Found
that says: "The procedure entry point _ctype_ could not be located in the
dynamic link library cygwin1.dll
After cliking 'ok', configure.out says:
*** The command '/usr/bin/gcc.exe -o conftest -g -O2 -W -Wall conftest.c'
failed.
*** You must set the environment variable CC to a working compiler.
PATH is ok, setting CC=/usr/bin/gcc does not work. i unset GCC_EXEC_PREFIX
(which was set
originally by a different toolset)
Help!
