It is called full-man.tar.bz2 - sorry I don't have the exact location at
hand, but if you can't find it at Cygnus, you can download it from
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/mirrors/cygnus/cygwin-b20/
