Bug for date --utc

I have just downloaded the latest drop (vb20.1) and this problem is
still present. The "date" command always returns the local time, even if
you use the --utc flag which should return the universal time.
This has become a problem for us since we use CVS in a mixed Windows &
Unix environment. When I check in files from my Windows NT box, CVS
attempts to stamp them with the universal time but instead gets the
local time (which is six hours off).
