On a system that works:
rem a ms-dos command
set STRACE=1,/tmp/somefile
byacc whatever
On a system that doesn't work:
rem a ms-dos command
set STRACE=1,/tmp/somefile
byacc whatever
Compare the two somefiles to see what is different.
