For me the original b19 bash is reading the ~/.inputrc
I finally have found the solution to make Bash 8 bit clean.
Just add the following lines to ~/.inputrc
# Make Bash 8bit clean
set meta-flag on
set convert-meta off
set output-meta on
Now all the german umlauts and ss are working fine.
