Linux -> Win32 cross compile & spec

I would like a gcc cross compiler and an installation of headers and
libraries on my Linux machine to produce win32 apps.
Cross building gcc doesn't go very well. How can we make a cross compiler?
Has someone got one already?
It seems simple after that to put the libs and includes in place and write
a spec file. Does this exist already too?
This question has been discussed before, but I don't quite understand all
the issues involved.
Thanks for any help.
