problems setting TERM

In my .bashrc, I have the line:

export TERM=linux

and echo $TERM does indeed show the TERM as linux, but ^L doesn't clear
the screen, long lines don't wrap, etc. If I type exactly the same thing
from the command line, however, ^L works, lines wrap, and so on. Is there
some reason why bash is ignoring the setting from my .bashrc?

System details: win95 (4.00.950), B18 (with Sergey's patched cygwin.dll
(the one the whole "My patches" thread is about)
