Actually it is a valid IP but probably doesn't have anything on 80. It is a dynamic ISP
IP- probably someone not real bright :)
You can see it with tracert, at least it was active earlier...

I don't see any real reason to resurrect spam from 10+ days ago.  It was
irritating enough when it first showed up and your need to discuss it
further doesn't make it any less so.
