If you're working in such an oppressing environment, then don't install
fortune.  Fortune is not required by any other package and it's not part
of the default install.  When you install fortune, you should know what
you're doing and you can't tell me you didn't know that the fortune
package contains some crude jokes already for ages.  They are not a
Cygwin invention and they are installed on other Distros as well when
installing fortune.
