Well, I don't want to state the obvious, but have you Googled for the
phrase '"shift key" site:vmware.com'?  In particular, there are quite a
few hits in the forums that describe problems with the shift key on PS/2
keyboards.  The solutions were to use a USB keyboard, and someone also
suggested that it may have something to do with the ATI tray icon
application.
