I tried to track this reported down, but it still puzzles me. From
POV of compiler there is no real difference between mingw and cygwin
which could reason this different behavior (at least I didn't found
until now).
So it might be a linker issue?! Yaakov, could you try to use instead
of the cygwin-linker the mingw 64-bit one? It might be a
linker-spec-file or linker-issue.
