Right, that makes sense, as cygwin is not forward-compatible.  So the
packages will need to be either frozen or built against both the 9x branch
and the main trunk.  So you're thinking about 2 sets of mirrors...  But
then each set will need some way of identifying the OS it's targeting
(because people may have stale custom mirror URLs in their setup, and then
setup would have no way of warning them that they are about to install the
wrong Cygwin version).
