Gosh.  For the cygwin-developer records, the article states:

  "Requirements

   Client: Included in Windows XP.
   Server: Included in Windows Server 2003."

and only one paragraph above:

  "To compile an application that uses this function, define the
   _WIN32_WINNT macro as 0x0500 or later."
