strerror(EAGAIN)

Is there any reason why Cygwin's strerror(EAGAIN) returns "No more
processes" instead of "Resource temporarily unavailable" as on other
UNIXes (at least Solaris and RedHat 6.2 Linux)?

Thanks,
Jason
