toe.exe causing cygwin1.dll to sigsegv

I've encountered a problem in that toe.exe will cause cygwin1.dll to sigsegv.
Using strace it goes into a wait loop and smss and csrss use 100% of the cpu.
I've attached the strace but I don't think it'll help. Toe.exe says it's
creating a stackdump file but it never gets written. Gdb reports the address
as 0x61075f38. I tested against the 05-21-2000 snapshot.
