I don't know what you're talking about.  Here's the setup.hint I RFU'd:

There are no setup.hint files in it. All packages except libexpat1-devel have a setup.hint on sourceware anyway because Yaakov's initial upload of expat-2.1.0-1 included setup.hint files.
