TeX Live includes biber.exe, which is packaged as a stand-alone binary

are you sure is a stripping issue ?

Yes.

$ biber --help
Can't locate PAR.pm in @INC (@INC contains:
/usr/lib/perl5/site_perl/5.14/i686-cygwin /usr/lib/perl5/site_perl/5.14
/usr/lib/perl5/vendor_perl/5.14/i686-cygwin
/usr/lib/perl5/vendor_perl/5.14 /usr/lib/perl5/5.14/i686-cygwin
/usr/lib/perl5/5.14 /usr/lib/perl5/site_perl/5.10
/usr/lib/perl5/vendor_perl/5.10 /usr/lib/perl5/site_perl/5.8 .) at -e
line 951.

not surprising as PAR.pm is not part of any cygwin package

The unstripped binary doesn't have this problem, and doesn't require PAR.pm. In fact, the unstripped binary doesn't even require that perl be installed.
