It would be very helpful for uploading if you could create a real
directory hirachy:
cygwin/tidy
tidy-20090325-1-src.tar.bz2
tidy-20090325-1.tar.bz2
setup.hint
/libtidy0_99_0
libtidy0_99_0-20090325-1.tar.bz2
setup.hint
/libtidy-devel
libtidy-devel-20090325-1.tar.bz2
setup.hint
It's kind of cumbersome, having to create the matching subdirs
and to rename and move files into the right spot.

Yes, it is. Did you use the --recursive option?
