I think this break cygwin conventions.
we expect the dll to be in "libsqlite3_0"
and
/usr/lib/libsqlite3.a
/usr/lib/libsqlite3.dll.a
/usr/lib/libsqlite3.la
to be in a "libsqlite3-devel" or "libsqlite-devel" package.
