Well, if the package is simply removed, the systems on which it was
installed won't lose its files on upgrade. Placing an upgrade helper into
the _obsolete category will ensure that it gets deleted (and, as a bonus,
making the upgrade helper depend on cygserver will ensure that cygserver
gets installed).
To avoid cluttering the package list, though, it might be a good idea to
have setup delete lines from installed.db that correspond to obsolete
packages (as there would be no future occasion to upgrade those).
