The gnu page refers to http://www.cs.unh.edu/~tudor/git/ which is not 
existing anymore. The new location is 
http://www.hulubei.net/tudor/git/index.html
The whole user tudor seems to be removed from the server, the package 
maintainers email at unh.edu is broken,

the package was not updated since 2000-03-12, it's a (stable) mc clone, 
so I wonder if it's really necessary to add this package to cygwin.
But I cannot raise a vote.
