Setup.exe: The mailing list and bugzilla

As part of the "List command line options on stdout" thread, the question
arose as to whether patches should go to this mailing list or bugzilla.
Here's my proposal for how to divide work on patches between the two:
Patches should initially go to the mailing list - this is because new
patches generally require discussion, and the mailing list is better suited
than Bugzilla for this. Once a patch is no longer being actively discussed
in the mailing list, it should go to Bugzilla (preferably with a summary of
the status), unless it can be immediately committed.
Similarly for bug reports - initially to the mailing list, then summarized
into bugzilla if they aren't trivially fixable.
The above procedure is open for discussion and modification - comments
welcome.
