Suggest: Add to cygwin-apps/up2date/README, listing dependency on Cygwin/Setup.pm and where to find it.

up2date looks interesting - but finding its required perl module
Cygwin::Setup is challenging. It would be nice if there could be a README
mentioning sourceware/infra/bin/cygwin. Either that, or some cvs modules and
or symlink trickery to make Cygwin::Setup appear in the cygwin-apps
repository as well.
