You might want to re-examine that solution.  In general I found ownerships
under Cygwin are inconsistent, and do not work correctly.  The one set of
permissions that seems to work consistently
under XP and Win2k for files that would normally be root.wheel under BSD is
SYSTEM.None ownership, with permissions 755 group:Administrators:rwx or 644
group:Administrators:rw- for executable v.s. none executable respectively.
The main reason for the group ownership None, is some software packages
complain if privileged directories or key files are group writable,
regardless of what group you choice.  For example, sshd will complain about
files in /etc, and directories /var/empty, /home/*, /home/*/.ssh .
