Since Cygwin doesn't use ELF, why do we need to bother?

I have successfully built rpm by deleting the elfutils subdirectory,
manually removing it from the list of subdirs in configure, and patching a
few Makefiles to stop certain subsidiary programs (mostly to do with debug
info) being built.

Perhaps to support cross building rpms? Also, I get the feeling that elfutils will become further embedded into rpm, which will make it more difficult to build rpm without them. Perhaps you are right, though, they aren't really needed...
