[ADMINISTRIVIA] gmane users must subscribe to cygwin-apps to post

cygwin-apps is supposed to be a subscriber-only mailing list yet gmane
users are posting here with impunity.  It's likely that most gmane users
don't even know what the cygwin-apps mailing list is used for.

So, I've blocked gmane users from posting here.  This will essentially
be a read-only list for them.

If you want to post to cygwin-apps, then send email to
cygwin-apps-allow-subscribe-you=yourdomain.com at cygwin dot com.

(Replace the at and dot appropriately)

I don't know if this will actually allow you to use the gmane posting
mechanism to send email or not.  I suspect it won't and you'll have to
actually send email if you want it to show up here.
