Note the phrase "fleshing out" above.  But, yes, you caught me copying
my fetchmail README file! :,)  I'm trying to keep the heat on myself so
I finally release some kind of rebase functionality that is usable by
all Cygwin users.  Plus, this will become my test bed for continuing the
setup.exe rebase development.

That will come in time.  Given my current commitments, incremental is
the best that I can do.  I think that it is important to get rebase out
sooner rather than later -- especially rebaseall.bat.

My very first version was a Cygwin app.  I converted it to Mingw when
Chuck pointed out imagehlp.dll is dependent on msvcrt.dll.  Now that I'm
using Ralf's imagehelper library we have a choice (unless rebasing
cygwin1.dll is a requirement).  Although, I waffle on the Cygwin vs.
Mingw issues, I'm leaning toward Mingw.
