GSL version 1.3

Hello,

I've uploaded binary and source packages of 
version 1.3 of the GSL (GNU Scientific Library).
The homepage for the GSL is http://www.fsf.org/software/gsl/

This replaces the current 1.1.1 version.

These are the URL's of binary and source tarballs:

The tarballs were prepared with generic-build-script.sh.
