Where was the announcement for this package? Are we falling behind
in announcing new/updated packages?
Perhaps we should set up a policy that any new or updated package
submission should come with a cygwin-announce message before it
will be considered.

I noted in running setup today that GSL-1.3 was there.
Thanks! I know building that library takes some time.
I appreciate it! I use GSL a good deal for random
numbers as well as optical related special functions
like Bessel functions and Airy functions.
