Oh, yes.  I forgot about that change.  Next time we'll have to code such
changes using the __W32API_MAJOR_VERSION and __W32API_MINOR_VERSION
constants.

No need unless you miss the weekend target.  I want to bump the version
for MinGW purposes and would like to get the Cygwin release before I do.
