Log message:
* cygrunsrv.cc: Bump version to 1.60. Drop all special exception
handling code since it's disabled in newer Cygwin versions (actually,
since 2005 *blush*) anyway.
(service_fork_thread): Prepend /bin to $PATH, rather than appending,
as it has been claimed in the README forever. Duh.
