Updated: {libtool/libltdl7}-2.2.7a-15

GNU libtool is a generic library support script. Libtool hides the
complexity of using shared libraries behind a consistent, portable
interface.

This is a bugfix and feature enhancement update.

[[ compiled using gcc-4.3.4-3 ]]

As expected now that cygwin-1.7.1 has been officially released, this
cygutils package is available exclusively for cygwin-1.7.
